Research Foundation
Fair Chance Works builds on more than a decade of applied research and workforce development. This work began with the founding of Inquiry Technologies LLC in 2014, following research into alternative assessment methods for students struggling in STEM disciplines. That early work led to multiple federally funded research and development initiatives, including awards from the National Science Foundation and the U.S. Department of Agriculture, along with matching support from Kentucky’s Cabinet for Economic Development.
Workforce Implementation
While the initial focus centered on education, efforts expanded into workforce development through partnerships with regional workforce organizations and employment programs. These initiatives included the development of curriculum and technology designed to support individuals transitioning into employment. During the pandemic, this work extended into recovery and reentry settings, where structured training programs were delivered to individuals in long-term recovery environments and correctional facilities. These programs emphasized interview readiness, communication skills, and workforce preparation, and were implemented across multi-week formats.
Current Operations
More recently, Fair Chance Works was established as a Community Rehabilitation Provider (CRP) through Kentucky’s Office of Vocational Rehabilitation. This work has become a core part of current operations, supporting individuals with a wide range of disabilities across multiple employment pathways in preparing for, securing, and maintaining employment. Through direct service delivery, Fair Chance Works has developed ongoing relationships with employers while expanding access to a broader population of jobseekers.
System-Level Insight
This experience has further reinforced the need for better alignment between workforce systems, employer demand, and long-term employment outcomes. These combined experiences continue to shape the direction of Fair Chance Works today.

Fair Chance Works was established as a public benefit corporation to address persistent gaps between workforce systems and employer demand. While many programs focus on preparing individuals for employment, fewer equip employers with the tools needed to engage and sustain that workforce. Our approach focuses on aligning both sides of the labor market to improve long-term outcomes.

We align workforce programs, service providers, and employers by reducing fragmentation across systems that often operate independently. This creates more consistent pathways from training to employment.

Engagement
Employers are positioned as active participants rather than end users. By focusing on operational needs, hiring challenges, and retention outcomes, we help create conditions where workforce participation is viable and sustainable.
Incentive-informed Decision Making
Our model emphasizes the role of underutilized workforce incentives and support structures. By increasing visibility, we help shift hiring from perceived risk to measurable opportunity.
These combined insights led to the development of ROIHire - a platform designed to operationalize this approach by connecting workforce participation with employer decision-making in a more transparent and measurable way.
